FCC Rebanding to Change EBS and BRS
On July 29, 2004, the Federal Communications Commission (FCC) restructured the EBS/BRS spectrum. One key aspect of the rebanding is that the FCC has implemented a GSA based on the license’s existing 35-mile radius. A “split the football” approach was formally adopted as a means for resolving overlapping coverage issues.

Because of the new rules, licensees are required to resolve any co-channel protected service area (PSA) overlap by “splitting the football”. As a result, the GSA can be very difficult to calculate.
