What are EBS and BRS?

The Educational Broadband Service (EBS), formerly known as the Instructional Television Fixed Service (ITFS), consists of twenty (20) microwave channels in the 2.5 gigahertz (GHz) band used by educational institutions, religious organizations hospitals and other providers for educational programming.

The Broadband Radio Service (BRS), formerly known as the Multipoint Distribution Service (MDS)/Multichannel Multipoint Distribution Service (MMDS), is a commercial service and consists of thirteen (13) channels.

FCC Rebanding to Change EBS and BRS

The EBS and BRS bands were used for education institutions and commercial operators for the transmission of data and video programming through wireless cable. On July 29, 2004, the Federal Communications Commission (FCC) restructured the spectrum. The rules guiding this restructuring were last modified and released on April 27, 2006.

The new rule changes have allowed the spectrum to evolve into a more desirable frequency band. The spectrum is now used for providing high-speed, high-capacity broadband service, including two-way Internet service via cellularized communication systems. Such services provide consumers integrated access to voice, high-speed data, video-on-demand, and interactive delivery services from a wireless device.

The rebanding has renewed interest in the 2.5 GHz band. Commercial operators have been actively purchasing and leasing spectrum in the band, which has dramatically increased the value of the spectrum in recent years.
