Kim Randolph
is a Manager in the Financial Consulting Group
at BIA Financial Network, Inc. (BIAfn), a
financial consulting firm specializing in the
appraisal of mobile communications and broadcast
properties, and business plans and strategic
analyses. Ms. Randolph has been with BIAfn
since July of 2000.
As a Manager in the Financial
Consulting Division of BIAfn, Ms. Randolph is responsible for the
preparation of valuation studies, tax and asset appraisals for
telecommunications, television, and radio properties. Ms. Randolph has worked
on valuations in several different areas of commercial spectrum, including
broadcast, mobile wireless, and fixed wireless.
BIAfn has been valuing
Educational Broadband Service (EBS)/Broadband Radio Service (BRS) licenses
(formerly ITFS/MMDS) for more than ten years. Ms. Randolph has been valuing the
spectrum for more than four years, and has valued more than 200 EBS licenses
worth more than $400 million since the rebanding of the spectrum in 2004. In
addition, she has analyzed competing lease agreements and offered strategic
consulting and business planning services for various EBS license holders. In
2005 through 2007, Ms. Randolph spoke at the National ITFS Association (NIA)
Conference on the subject of spectrum value in the 2.5 GHz band.
While at BIAfn, Ms.
Randolph has authored the white paper, Analysis of Auction 66 – Advanced
Wireless Spectrum (AWS) and co-authored several other white papers,
including a BIAfn’s State of the Radio Industry: Radio Station Transactions
2003 – Is it Going to Get Better?, Newspaper Trends in Q3 – 2003,
Message to Cable Operators Considering Telephony: Look Before You Leap and
The MMDS Industry: A Look Into The Industry’s Most Significant Operators.
Prior to joining the Financial
Consulting Division at BIAfn, Ms. Randolph was a member of the Research
Division, where she was responsible for overseeing the research and compilation
of media transactions for BIAfn’s information products and conducting
customized industry research analyzing trends in various communications
industries to meet the needs of various clients.
Prior to joining BIAfn,
Ms. Randolph worked as a Researcher doing projects for NASA and NASDA (the
Japanese Space Agency). She did extensive research on Global Positioning
Systems (GPS), spy satellites and Government agencies and programs.
Ms. Randolph earned her undergraduate degree at the University of Virginia in
Charlottesville, VA. Ms. Randolph is an Associate of the American Society of
Appraisers. |
